Yes I think it should be re viewed.. It should not be reviewed all the times but certainly for some matters it should be..

Sometimes the decisions taken are improper & doesn't give proper justification or proper justice.. hence it must be reviewed..

But the biggest questions are : WHO IS GOING TO REVIEW IT ?? WHEN ?? WHY ?? WHICH CASES ?? Any other crieteria ??
These should be fixed before taking the 1st reviewed.. It should be remain constant atleast for 5 yrs..

i think it does need reform but not at all levels

it should be reviwed mainly at grass roots levels where most blunders takes place
