The decade-old perception that the issues related to Human Resource can be effectively handled
exclusively by the Human Resource department alone has been challenged in recent times. The new
approach that has emerged of late seeks to devolve some of the functions of HRM to Line Management
[Susan Whittaker et al. 2002. This article talks about the changing roles of Line managers and Staff managers in respect to various HR functions.

But how effective could be the line managers in implementing HR objectives is doubtful..
