Models are developed not of how the relevant systems are, but of how they conceivably could be, and what activities would be needed to accomplish the transformation. Conceptual models must not be produced in a vacuum. It is important to compare them often during development to the real world situations as they exist. The models must be both desirable and feasible to the people who will be involved in implementing changes.
Action Plan to Improve the Problem Situation
Checkland (1999) believes that three kinds of changes are possible, changes in structure, in procedures and in attitudes. Changes of the first and second order may be easier than changes in attitudes. Involving the people involved with the problem situation, who care about the perceived problem and want to do something about it, in all phases of this process, is critical for successful change intervention.
