Knowledge management is processes and strategies used to identify, structure, and add value to the business in a competitive market. The use of knowledge management within the workplace is designed to enhance the intellectual minds of the employees, which can enhance the performance and the competitive advantage of the company. Organizations can build on strategies and processes created by human resource (HR) and information technology (IT) management. The concept of knowledge management can range from the company HR policy manuals or computer databases, to IT applications such as ‘help desk’ assistance or telephone systems (internet or video conferencing) to give employees a way to communicate their ideas to their peers or supervisors within the organization.

The City of Cleveland and Cuyahoga County administration are striving to demonstrate its commitment to the community by providing resources through its main website to better achieve the goals and objectives of continuous improvement within local government operations. Human resource management holds a critical responsibility as it provides cultural direction to both internal and external stakeholders associated with the organization. IT management also has an important role designing, capturing, and managing shared information throughout the organization. Both the human resources and information technology department can drive innovation creating an environment of collaborative teams while moving towards a more viable government.
