why so less CEO's from the HR department?

i agree that there are ceo's in all most every industry who have come from the HR department the number is too low almost 1 out of 20 maybe more i would like to mention a few names who have succeded

These are the few CEO's who had been into HR field & now they are at C level:-

Mr. K Ramachandran, Philips India
Mr. Mahendra Swarup, Indiatimes.com
Mr. Raman Madhok, JISCO
Dr. Anil Khandelwal, Bank of Baroda
Mr. Sujit Baksi, HCL E Serve

what do u feel is the possibler reason for such few successes why are marketing and finance guys more preferred compared to HR come on guys temme?
 
I think most companies prefer CEOs who are majors in Operations or Mkt. as HR skills can be aquired through work exp
