Is it gonna happen or not is a big question.
The US did let us make changes in the 123 policy where we separated Military and Civil Nuclear Power Plants. The military ones wont be under vigilance by any foreign institute. India also has the right to declare any of its future Reactor into any of the two categories.
Its interesting to know that Pakistan also asked for a similar deal and that too without any changes in the policy which means all its nuclear reactors would be under safeguards unlike India. We can blame Pakistan's history of political instability.
Anyway, I believe, India has been provided with a very lucrative deal.
We can use more of our plutonium and uranium for weapon making and use all the abroad supplied fuel in power generation.
There may be a probability that we might miss it, though very little.
Why Manmohan Singh is not able to go ahead is because of the opposition.
There is not enough media coverage and high level open discussions on the issue but i think the reason is,
the previous govt applied for this deal so it doesn't want congress to reap the fruit because its really going to give the current govt an edge. So there maybe a "contract" between parties that no matter who comes in the central in the next elections, will go ahead with the deal. The BJP is quite confident of its comeback.
Other possible reasons could be,
- China will immediately provide cover to pakistan with a similar nuclear deal and so there will be a closer relation between the Pakistan's adventurist govt and Chinese which is not at all in India's interest.
- There maybe a feeling that America might "use" India for its Asian interest but wasn't that clear before we jumped to Washington to do 123? But i think its better to side with the mighty US. They really cant get india under pressure to do anything they ask...for eg. a missile launching base in india as they wanted to in the Europe.
