The Targets and its scrutiny by vigilante media

The commercial news media is trying to beat the drums again to push propaganda in the hope that this can be sold once again knowing fully well that it performed miserably to social media in terms of influence. However they refuse to change tack but now are a bit aggressive in arguing with anyone who may point to their follies. While the Delhi sarkar may not be supported as of yet for their suo moto 'shoot' orders (its action on web or even say a government program on DD or one of the private channels will be welcome, though), it does reflect upon the extent to which things seem to be stretching. Some other events in the government could well be perceived to be a fall out of the situation when perceptions on 'both' sides seem to be stretched too far apart and therefore public's view should be looked at by whosoever concerned.
One of the principle things that media is not questioning is they way targets are set, presented and argued. Take the case of high on public list power or the telecom ministry and whether commercial mass media is push propaganda or news becomes too obvious. We still have targets like 'power to all 24x7' in 5 years or digital linkages for 250,000 panchayats by 2019. If such a target is too be met, some achievement is to be recorded year on year to convince larger public or even foreign investors to convince them if the country is on track to achieve these targets.
Once such targets are broken down it will be obvious to figure out the gaps (within declared targets) to challenge and it would also have a declared break up making monitoring or scrutiny more possible. This is however not a parliamentary 'ask' still since the Netas do not want to get engaged in tough questioning for reasons best understood by 'all' (now). Say if we have power for all 24x7 in 5 years as targets, then we should be achieving 'metering for all and on demand in 2016' with let's say 8 hours supply, 2017 will take 12 hours and 1018, 18 hours and 2019 -24 hours (generation and supply linkages), 2020 will be ramp of service capabilities to fix issues and streamline supply. Further fine tuning can be done depending upon the kind of details required. However we still run 'news room discussions' around 24x7 in 5 years with superb efficacy of leadership, which is most likely to fail if we remain focused in the manner. If commercial mass media were tuning in a bit more perceptive in their reporting, then the situation & possibly the arguments from these articles in Management Paradise might have been different. This is because then it might have then included some solution on areas where people have not yet been trained to pay power bills, or villages who do not yet know to possibly read and write to be helped by internet etc. etc. And we are raising the questions for a hundred foundation stones for the hundred smart cities as of yet. Because assumption is that replies to these will support help derive meanings for the rest as we know public is now 'game' and understands a lot.
It is in this regard that 'extra activeness of media' about the Delhi sarkar, which is yet to complete it so called honeymoon period, is being viewed with a lot of skepticism. The same applies to activeness of some other positions on which most of the incumbents have not displayed much activity but are seen to be getting a bit too rough so as not to wait for even a week for response to their queries, while we have simply too many positions lying vacant in government and if fact all over India.
