Substantive Law-it is statutory law that governs the right and obligations of those who are subject to it. It further defines the legal relationship between an individual and the state. It is in contrast with adjectival law, as the latter deals with the method and means by which substantive law is made and administered-substantive laws define crimes and punishments (in criminal law) as well as rights and responsibilities under civil law-substantive law defines the laws and duties and adjectival law provides the machinery for enforcing the rights and duties
