"Should paying bribes be legalized?".

In overseas countries bribes are regularized or formalised as professional charges to do extra work than the assigned work whereas in India to do the regular work on time, this is paid. Is this not ridiculous?
 
Well, china is worse than india.. have you heard of this initiative I PAID A BRIBE
