SCHEMES UNDER SCIENCE AND TECHNOLOGY
In house test laboratory scheme:-
Objectives
1. To Create testing facilities in Khadi and Village Industries for the analysis of raw materials and products.
2. To establish standards for KVI products.
Beneficiaries
1. Any Institutions/Co-Op Societies (beneficiary) direct listed with OCKVI/any State KVIB and willing to contribute 25% of the cost of the laboratory.
2. In respect of 100% women oriented Institutions the extent of financial assistance is 90% of the cost of the laboratory.
Products
1. All Khadi and Village Industry products.
Pattern of Assistance
1. Honey
Rs. 2.20 lakhs or 75% of the cost whichever is less. North Eastern Zone has a liberal assistance of 90% of the cost or Rs. 2.20 lakhs whichever is less. In the case of 100 % women oriented beneficiary, the financial assistance shall be 90% of the cost or Rs.2.20 Lakhs whichever is less.
2. Soap
Rs. 3.oo lakhs or 75% of the cost whichever is less. In the case of 100% women oriented beneficiary, the financial assistance is 90% of the cost or Rs.3.00 Lakhs whichever is less.
3. Handmade paper
Rs. 2.50 lakhs or 75% of the cost whichever is less. In the case of 100 % women oriented beneficiary, the financial assistance is 90% of the cost or Rs.2.50 Lakhs whichever is less.
4. Khadi
Rs 2.980 lacs or 75% of the cost whichever is the least. North Eastern Zone has a liberal assistance of 90% of the cost or Rs. 2.980 lacs whichever is the least. In the case of 100% women oriented beneficiary, the financial assistance is 90% of the cost or Rs. 2.980 lacs whichever is least.
5. Other products:
The cost of laboratory proposed by the beneficiary is vetted and recommended by concerned Programme Director.
6. Salary subsidy for maintaining the laboratory is @ 50% of the amount with a maximum of Rs. 30,000/, Rs. 20,000/- and Rs. 10,000/- for the 1st, 2nd and 3rd year respectively.
Role of the implementing Institution
1. To analyze the samples of R.M / products of the owner institutions and the samples received from the neighboring institutions.
2. The Institution should utilize the funds sanctioned to establish the laboratory only as per the approved proposal.
3. The institution establishing the laboratory should ensure that the laboratory is manned by one qualified person who will function as Chemist and In-charge.
4. The beneficiary institution establishing the laboratory will analyze the samples of raw materials and finished products of its own unit and the linked units.
5. The analytical fees to be charged from the units shall be nominal and the same will be charged by the Institution after obtaining the prior approval of the proposed analytical charges from the concerned programme Director.
6. The number of the testing samples to be drawn should be as per the established norms of Agmark/FPO/BIS.
7. The observations/ remarks on the test report should be communicated to the linked units, with copy to concerned State/Divisional Directors.
8. The beneficiary shall refund the entire funds, in case the Institute does not execute the project as per the sanction.

Stages of Implementation
On receipt of the project proposal through the concerned Programme Director, the proposal will be scrutinized and forwarded by Director (S&T) to MGIRI for their appraisal before sanctioning the project.
On sanction of the scheme for setting up In House Test laboratory, the implementing agency should execute an agreement in prescribed format.
Before affecting the release of funds, the State / Divisional Director ensures that the beneficiary has invested their equity as applicable.
Release of funds is made through the respective State/Divisional Director.
