ragging in colleges - does it still exist?

Ragging are still taking in the colleges instead of making so many strict rules and regulations. Seniors called the juniors at their rooms separately for the ragging and then torture them. Ragging should only limited to the introduction of juniors with the seniors in order to make connection with each other for future issues.
