Introductory
Public Distribution System in the country has undergone organic changes from the rationing system introduced during World War II to one of the important social safety-net programs to ensure food security for all in a scenario of self-sufficiency. Under Public Distribution System, Central Govt. procures and supplies specified essential commodities to Govt. of NCT of Delhi at fixed Central Issue Prices. The essential commodities that may be sold through PDS are specified by gazette notification from time to time. The prices at which these specified articles are sold are also notified from time to time. In the past, a number of items like iodised salt, R.B.D. Palm oil, candles, Panghat Ghee and control cloth etc. have been distributed through the PDS, however, at present, PDS in Delhi is confined to two cereals, wheat and rice, and two other essential commodities viz. sugar and kerosene oil. In Delhi, PDS comprises of a network of Fair Price Shops & Kerosene Oil Depots for making available specified articles at controlled prices through Household Consumer Cards, commonly called ration cards. Kerosene oil is distributed through a separate consumer card called Blue Card issued to persons who are not using LPG. The department also enforces provisions of Control Orders made u/s 3 of the Essential Commodities Act, 1955 regulating trade in specified essential commodities by keeping a close watch on stocks, prices, quality and availability of these commodities. Enforcement consists of collection of information and evidence of contravention of provisions of the relevant Control Orders and action taken against them under the provisions of Essential Commodities Act.

INSTRUCTION
THIS FORM IS VALID ONLY FOR RENEWAL OF APL CARDS
Press “Ok” and fill the required information in the subsequent form, then press “Submit” button and thereafter take its printout. The form, downloaded from the website, will require to be submitted/sent to the concerned Circle office within 15 days along with two Black and White photographs (One unattested photograph, to be pasted on the form and one attested photograph, to be attached with the form) of the applicant and other supporting documents duly signed along with a fee of Rs. 20/- + Re.1/-. The forms will be received in circle offices/counter between 10.00 a.m. to 4.00 p.m. from Monday to Saturday (except 2nd Saturday of the month) and the acknowledgement receipt against each application form be taken from the office which will also authorize the ration card holder to obtain SFA’s and Kerosene oil for a period of 30 days on the said receipt. The cardholder will have to produce the receipt at the time of delivery of the ration card Documents required to be attached alongwith the application forms 1. Original old Ration Card and Blue Card for Kerosene Oil. 2. Photocopy of Election I-card. 3. One passport size photograph affixed on the form and one spare duly attested by Gazetted officer. Any wrong information given in this form will be subject to punishment or penalty. Incomplete form will not be accepted. The renewal of Ration Card and Blue Cards is being done in phases. The renewal of ration cards in respect of East and North East districts will start from 27/12/2004. The details of venue for issue and receipt of renewal forms for each Circle are given below: -
