CHAPTER 1 INTRODUCTION

Under Right to Information Act, 2005, the organization details, functions, duties, information of employees and procedures in the District Employment Exchange, Rangareddy District are disclosed herewith in the given document.

4 CHAPTER 2 ORGANIZATION, FUNCTIONS AND DUTIES [Section 4(1) (b) (i)] 1. Organization Name : District Employment Exchange, Rangareddy district, Hyderabad, & Sub Employment Exchange, Vikarabad (under the control of DEE), Andhra Pradesh 2. Overview of Employment Services implemented in Employment Exchanges: 1) Registration of unemployed youth of district according to their qualification 2) Render employment assistance to job seekers. 3) Assist employers in recruitment of personnel by sponsoring suitable registrants. 4) Furnish information on unemployment and also employment trends to the planners. 5) Render Vocational Guidance to employment seekers and students. 6) Motivate and assist unemployed youth in taking up Self-employment ventures. 7) Collect information from employers about their future man power requirements, assess the availability of required personnel and submit that information to Directorate and DGE&T, New Delhi. 8) Undertake occupational research and make available career literature to students and job seekers. 9) Enforcement of Employment Exchanges (Compulsory Notification of Vacancies) Act, 1959. 4. Functions: The functions performed by the Employment Exchanges are of two types: Regulatory functions and Promotional functions. 4.1. Regulatory Functions: PROVIDING EMPLOYMENT ASSISTANCE TO UNEMPLOYED: The Employment Exchange provides employment assistance to the employment-seekers in the district in various ways:

5 • By registering the unemployed youth’s names between 10:30 A.M and 5.00 P.M in all working days at DEE, Rangareddy and SEE, Vikarabad. By regulating the registrations through renewals that is made once in three years with a grace period of 6 months in all working days. By updating the qualifications, subsequently acquired by the registrants at the request of the applicant and also the primary information given by the registrant also can be changed at the request of the registrant. By sponsoring their names to the employers in order of seniority in the ratio of 1:20 in conformity with the conditions of eligibility prescribed by the employer, including the rule of reservation, wherever applicable. Under various programs like Varadhi, and an ambitious program called Rajiv Udyog Shree, unemployed youth are being placed in private sector by identifying the immediate vacancies in private sector and conducting job melas for the benefit of unemployed youth and also providing the necessary training to improve the employability skills of the youth and thereafter placing them in private sector.

COLLECTING EMPLOYMENT MARKET INFORMATION: • The District Employment Exchange implements the Employment Market Information Program of Government of India. Under this Program, employment information is collected from various employers on an ‘Establishment reporting system’. Under “the Employment Exchanges (Compulsory Notification of Vacancies) Act, 1959”, the particulars of the employees of the Establishments viz., Public Sector Establishments and Private Sector Establishment employing 25 or more number of employees on their rolls in the district on quarterly basis. The information such as occupations and educational qualifications also has to be furnished for every 2 years (Even year by Public Sector and Odd year by Private Sector) The data so received from the employers through the above returns is consolidated and coded and sent to the Directorate and to the DGE&T, New Delhi. This data is being used by the planners, policy-makers, guidance-counsellors etc.

iii) ENFORCING THE EMPLOYMENT EXCHANGES (COMPULSORY
NOTIFICATION OF VACANCIES) ACT, 1959: • The District Employment Exchange enforces “the Employment Exchanges (Compulsory Notification of Vacancies) Act. 1959” in the territorial jurisdiction of the district. For this purpose inspections of employers’ records are done regularly. Non- rendition of prescribed statistical returns is also considered as an offence and compliance ensured.



4.2. Promotional Functions: i) PROVIDING VOCATIONAL GUIDANCE TO YOUTH: • Employment Officer (Vocational guidance) provides vocational guidance and career counseling to the youth who:a) Visit the Employment Exchange; and/or who are b) Studying in the terminal classes of High School, Junior Colleges or I.T.Is. • At Employment Exchange, Employment Officer (VG) gives guidance by various methods like Pre-registration Talk, Registration guidance, individual counseling, Group discussion and Review of old cases. The officer also maintains occupational information files, occupational information room and makes case studies of the youth guided. At educational institutions, officer delivers Career Talks, organize Career Corners, conduct Career Exhibitions, organize Career Conference etc. Through these Group Methods of Guidance, necessary awareness is created among the youth so that they can plan their career well and pursue it as per the existing economic realities and job market trends.



ii)

PROMOTING SELF- EMPLOYMENT AND ENTREPRENEURSHIP DEVELOPMENT: • The Vocational Guidance Unit also promotes the concept of selfemployment among the educated unemployed youth. This is done in the wake of the dwindling number of job opportunities in the organized sector and the increasing steps taken by the Government to liberalize the economy and promote self-enterprise.

7 • Information about various self-employment schemes introduced by the Government, for the rehabilitation of the educated unemployed youth is collected and compiled and used for guiding them towards self-employment.

iii) NEW INITIATIVES: Under the new initiatives the Employment Exchange is performing the following: • Conducting pre-recruitment training for jobs in Army, Navy, Air Force etc., • Adopting High school / Jr. College to provide intensive guidance to the students of terminal classes, • Placing urban illiterates in jobs after imparting training, and placing in private sector etc.,

CHAPTER 3 POWERS AND DUTIES OF OFFICERS AND EMPLOYEES [Vide Section 4(1) (b) (i)] i) POWERS AND DUTIES OF DISTRICT EMPLOYMENT OFFICER: • District Employment Officer is the Drawing and Disbursement Officer of the staff working in the District Employment Exchange. • Represents the department at all the district level meetings. • Sponsor the candidate against the notified vacancies by various employers in the district. • Obtain placements from Employers against notified vacancies. • Responsible for renewal of records. • Receives applications for updation of records. • Implementing and enforcing authority of the Employment Exchanges (CNV) Act, 1959 and Employment and Exchanges (CNV) Rules 1960. • Responsible for collection, compilation and rendition of monthly quarterly, half early and annual E.S returns to Director General of Employment and Training New Delhi and to Directorate of Employment and Training, Hyderabad. • Responsible for publishing employment area market report every quarter • Conduct Inspects of Establishments in the District • Review the Old Cases • Deliver Career talks and organize Career Exhibitions, and Career Conferences

POWERS AND DUTIES OF EMPLOYMENT OFFICER (VOCATIONAL GUIDANCE): • Responsible for registration of job-seekers and provide vocational Guidance • Reviews the old cases, • Delivers career talks by disseminating career information • Organize Career Exhibition/Career Conferences to promote career information • Collects and compiles occupational information. • Convene the meeting of District Coordination Committee on Vocational Guidance and Employment counseling •

9 iii. POWERS AND DUTIES OF JUNIOR EMPLOYMENT OFFICER:

• Responsible for collection, compilation and rendition of Monthly, Quarterly, half yearly and annual ES returns • Responsible for implementation of EE (CNV) Act, 1959 • Issues show-cause notices to the defaulting Employers • Inspect the establishments under the provisions of EE (CNV) Act, 1959 • Assist the District Employment Officer in day to-day administration iv. POWERS AND DUTIES OF JUNIOR EMPLOYMENT OFFICER (SUB EMPLOYMENT EXCHANGE): • The Junior Employment Officer of Sub Employment Exchange will act as Drawing and Disbursing Officer in addition to the above mentioned functions and duties of Junior Employment Officer of DEE v. POWERS AND DUTIES OF ACCOUNTS AND ESTABLISHMENT CLERK (DEE): • • • • Prepares regular pay bills, obtains the signature of the District Employment Officer Presents the pay bill to the treasury and disburse the salary to the staff Attend to the arrear bill claims and pay to the concerned staff Attend to establishment matters like attending to clear pending audit paras, court cases, etc

vi. POWERS AND DUTIES OF CLERK IN CHARGE OF “EMI” (DEE) : • Assist the District Employment Officer, in implementing the EE (CNV) Act 1959 and EMI Program in the District • Assist the District Employment Officer, in preparing monthly, quarterly, half years and annual E.S. returns • Maintain the records and registers relating to the implementation of EMI Program vii. POWERS AND DUTIES OF REGISTRATION CLERK (DEE): • Display the video and audio cassettes on registration, vocational guidance, and career opportunities. • Distributes X1c i.e., application forms to the candidates for Registration • Scrutinize and issues Employment Identity Card after completing the process of registration ix. POWERS AND DUTIES OF RENEWAL CLERK (DEE): • Collect the X10s in the allotted counter from the job seekers. • Responsible for renewing the records and issue fresh Identity Card or Employment Card to the candidates after renewing the records • Attend to the requests for renewal by post and dispatch the • Identity card or employment card to the candidates x.. POWERS AND DUTIES OF MAINTENANCE CLERK (DEE): • Responsible to making necessary changes like allotting the appropriate NCO for additional qualification in the concerned record as per the request of the candidate and also as per direction of the District Employment Officer.

xi. POWERS AND DUTIES OF SUBMISSION CLERK (DEE): • • • Open order card and records in X64 Register Responsible for quick dispatch of the submission list through dispatch clerk to employers against the notified vacancies Responsible for obtaining placements and reducing outstanding vacancies

xii. POWERS AND DUTIES OF RECORD ASSISTANT (DEE): • Responsible for keeping all the old records, registers, reports, files in safe custody, which are useful for further verification of data and also for further guidance, as they are the property of the public

CHAPTER 4 PROCEDURE FOLLOWED IN DECISION-MAKING PROCESS [Section 4(1) (b) (iii)]

The District Employment Officer is the decision making authority with regard to the channels of supervision and accountability at district level by following the National Employment Service manual and as per the instructions, guidance and orders of the Directorate of Employment and Training, Andhra Pradesh, Hyderabad.
