Private players for implementation of Govt policies

There are lots of good policies implemented by the Govt that have gone to the pits.It mite not the fault of the policy but its implementation.For E.g:Nationa l Employeement guarantee scheme implemented by the Govt is actually a good policy but it hasn't reached the masses because of failure in its implementation.There could be various reasons for failure like corruption and lethargy in the Govt official side and hiercharchy in getting its orders implemented.Sarva Shiksha Abiyan is also one of such schemes which is yet to take-off.Can we have private players for implementing such schemes so that it can reach the people on time with a better quality?These models have even worked out in road constructions in the form of BOT models.

Pros:
====
1.Policies implemented by the Govt will reach the population faster.We can reduce the hierarchy from the current scenario.

2.Corruption could be reduced greatly though not eradicated.Political influence on the policy will get reduced.

3.People concerns will atleast not fall on deaf ears.Private players will note the concerns of the people and take it to the Govt.Even people will come forward to express their concerns and won't be afraid of anyting.

4.we can have better business models for delivering policies to the people.

Cons:
====
1.Though Govt has framed the policy,once that is taken over by the private players,Govt cannot establish much control over the private players.

2.The cost of implementation of the policy might go high as result of private players.

3.Corruption can also happen at this stage.Govt must have eagle's eye before giving such projects to private players and through check has to be taken before giving the responsibility to such players.

hey deepak,

i am a sucker for privatisation

having said that i believe that privates will charge for quality work and nobody not even the govt has the right to stop them from doing so.

so, while definitely schemes and policies will work and deadlines will be met and all that..... the improvement in the strata of society that stands to benefit from such schemes will not occur. so employment for the poor....and what if they don't meet the standards of the pvt??? will they agree to the hire n fire policy??

and if u were a pvt wud u take up something like this...that doesn't bring in revenues nor does it promise something worthwhile in the interim

i say it won't work becos:

1. cost
2. inability to accept sophistication
3. blindness to cost-quality concept

eg. the road constructions you talk about...such projects are leased out to privates for say 20 years....during which they are allowed to charge toll.

how many toll evasionary tactics have we seen which include paving ways through shrubbery to avoid the naka.


if u ask me: the govt. shud outsource a part of the process as you say...maybe the banking and financials or the technology driven work... i really can't say....but complete pvtn? i don't think so...
