There are lots of good policies implemented by the Govt that have gone to the pits.It mite not the fault of the policy but its implementation.For E.g:Nationa l Employeement guarantee scheme implemented by the Govt is actually a good policy but it hasn't reached the masses because of failure in its implementation.There could be various reasons for failure like corruption and lethargy in the Govt official side and hiercharchy in getting its orders implemented.Sarva Shiksha Abiyan is also one of such schemes which is yet to take-off.Can we have private players for implementing such schemes so that it can reach the people on time with a better quality?These models have even worked out in road constructions in the form of BOT models.
Pros:
====
1.Policies implemented by the Govt will reach the population faster.We can reduce the hierarchy from the current scenario.
2.Corruption could be reduced greatly though not eradicated.Political influence on the policy will get reduced.
3.People concerns will atleast not fall on deaf ears.Private players will note the concerns of the people and take it to the Govt.Even people will come forward to express their concerns and won't be afraid of anyting.
4.we can have better business models for delivering policies to the people.
Cons:

1.Though Govt has framed the policy,once that is taken over by the private players,Govt cannot establish much control over the private players.
2.The cost of implementation of the policy might go high as result of private players.
3.Corruption can also happen at this stage.Govt must have eagle's eye before giving such projects to private players and through check has to be taken before giving the responsibility to such players.
