Penalise big to prize the small-Isn't it unfair?

Recently in the aftermath of the Reliance Retail stores destruction in UP,Left Parties issued a proposal to levy cess on all products sold in big retail stores like Reliance and Big Bazaar to compensate the mom-and-pop shops.This is absolutely atrocious.I agree that petty kiosks are all affected by the big retail gaints.So instead of calling a discussion b/wn the two,Left parties are proposing this kinda solution.Franchisee models could be looked into for this kinda prblm.They should bring both the parties to the table for discussion.

This proposal should be put down first.
