A 'None of the above' will surely empower the voters to better express their opinions about the candidates. Without it what happens sometimes is voters have to choose the 'bad among the worse'. Even better with a "None of the above' button if we can have a button that the voter can use to select a candidate he/she doesn't want to get elected can work wonders..
