New Sparta Asset Management Launches to Focus on
Emerging Markets

September, 2015 - New Sparta Limited (“New Sparta”), the private office of Dr Jerome
Booth, an economist, entrepreneur and co-founder of Ashmore Group plc, announces the launch of
New Sparta Asset Management (“NSAM”) a specialist emerging market investment manager.

NSAM brings together leading economists and investment professionals with decades of experience
managing and investing in high-growth businesses in emerging markets. This team combines in-
depth understanding of global trends, an entrepreneurial approach and specialist knowledge and
experience across a range of sectors.

While NSAM’s strategy is not limited by sector or geography, its initial focus is on renewable and
conventional energy projects in Africa.

Dr Booth becomes Chairman of NSAM and will also Chair the Investment Committee. Ousméne
Mandeng, a former senior IMF official who also had senior positions in leading investment banks and
asset management firms, becomes the NSAM’s Head of Research and Development and a member
of the Investment Committee. Liam Halligan, economist, writer and Sunday Telegraph columnist
becomes a member of the Investment Committee; and Chris Raeder becomes General Counsel and
member of the Investment Committee. Mark Weiller becomes Head of Distribution after over 10
years with Ashmore Investment Management.

Announcing the new company, Dr Booth said:

After leaving Ashmore, Dr Booth established a private office called New Sparta and became a
prominent investor in telecoms, insurance broking, films, journalism and print and online media.

NSAM has also entered into a joint venture agreement with London based FCA and AIFMD
authorised Tower Gate Capital Limited, which provides management and regulatory support to
NSAM.

Team Biographies

Jerome Booth
Dr. Jerome Booth is a well-known economist, entrepreneur, investor, commentator and leading
expert on emerging markets.

Jerome is the Chairman of New Sparta Limited, which he established in 2013. He manages his
controlling interests in a number of companies in insurance, telecoms, film, journalism, and
publishing through New Sparta. These companies are CBC UK, New Call Telecom, ExaroNews,
Walpole Holdings, New Sparta Films, Icon Film Distribution UK and IO Entertainment.

In 2013 he retired from Ashmore Group, a world leading emerging markets asset management
group he helped establish in 1999 in a Management Buy-Out from ANZ Bank. Prior to ANZ he
worked in the Strategic Planning unit of the Inter-American Development Bank from 1991-4 in
Washington, D.C.

Appointments before that include Lecturer in Economics at Christ Church, Oxford, a consultancy
business advising on aid issues, and a position in the mid-1980s in her Majesty’s Department of
Trade and Industry.

Chairman of the Governing Board of Anglia Ruskin University, Jerome has a D.Phil and an M.Phil in
Economics from Oxford University as well as a B.Sc in Geography from Bristol University.

Liam Halligan
Liam Halligan is an economist and writer with extensive business experience. He joined New Sparta
as a member of the Investment Committee.

Liam has a regular column in the Sunday Telegraph and often comments on global economic issues
for the BBC, CNN, CNBC, Sky and other broadcasting outlets. He has written economic commentaries
for The Financial Times, Wall Street Journal, Sunday Telegraph and other international business
publications.

Prior to joining New Sparta, Liam spent six years as Chief Economist at Prosperity Capital
Management, an asset management company focused on emerging markets, with a particular
interest in Russia and Central Asia.

Liam holds a First Class (Hons) degree in economics from the University of Warwick and an MPhil
(Econ) from Oxford University.

Ousmene Mandeng
Ousmène Jacques Mandeng is Head of Research and Development and an Investment Committee
Member at New Sparta Asset Management.

Ousmène has over 20 years of experience working in international organisations predominately in
the financial sector, covering international investment and economic policy analyses.

Prior to joining New Sparta, Ousmène held senior roles at Prudential Investment Management, UBS
Investment Bank and Ashmore Investment Management. He also worked at the International
Monetary Fund, last as Deputy Division Chief, and was responsible for coordinating work on IMF
lending policies and use of IMF resources, as well as being the Resident Representative of Latin
America.

Ousmène frequently comments in financial press on the increasing importance of emerging markets,
actual and pending reforms of the international monetary system, long term asset allocation and the
relationship between public policies and capital markets developments.

He is a senior fellow of Reinventing Bretton Woods Committee and a member of the Bretton Woods
Committee. Ousmène was educated at Toulouse Business School, France, and Cambridge University,
England.

Christopher Raeder
Chris is a Founding Shareholder in New Sparta Asset Management and a qualified lawyer with over
25 years’ experience in emerging markets banking, investment banking and funds management.

Alongside his role at NSAM, Chris is also a consultant in various companies, including Pepper Group,
mainly focussing on opportunities in Central and Eastern Europe.

Prior to his involvement with NSAM, Chris spent six years at Ashmore Group where he was primarily
involved on behalf of Ashmore funds in sourcing, executing and managing investment opportunities
in distressed corporate debt and related private equity situations in a wide range of industries
throughout Asia and other Emerging Markets.

He was also a director at ANZ Banking Group, covering corporate finance, deal structuring, legal
advisory, and debt trading in the emerging markets.

Mark Weiller
Mark joined NSAM as Managing Director in 2015 and is responsible for Global Distribution, including
business development, shareholder relations, and product management.

Prior to joining NSAM, Mark spent over 10 years with Ashmore Investment Management in various
positions including Head of Client & Product Management - Americas and Global Head of Consultant
Relations and Corporate Treasury.

Mark has also held senior institutional product and client management positions at Citigroup and
Credit Suisse and served as a Senior Consultant & Principal with Mercer Investment Consulting in
New York. Mark began his career in 1990 as an Analyst in Global Securities at Morgan Stanley in New
York.

He holds a BA degree in International Relations and a BA degree in Italian Literature, both from
Syracuse University, and received an MBA in Global Finance (Hons) from Fordham University. Mark
received a Certified Investment Management Analyst designation from The Wharton School in 1998.
He is licensed as a Series 7 and Series 63 Registered Representative.
