Mr James Ebitu is a highly resourceful Economist and Development-Worker consistently recognized as a
high performer and creative problem solver in socio-economic programming and management.
Excellent technical skills and knowledge in design and implementation of development programmes and
projects financed by National Governments and International Development Partners including the
World Bank, DFID and the Royal Netherlands Government. A good blend of practical professional work
experience as a National Programme Manager and Livelihoods Expert in Central Government, Principal
Economist/District Planner in the Local Government, Development Programme Officer in Civil Society
Organization, and Short-term Consultant for the World Bank. A solid understanding of Central
Government development policies and planning systems as well as experience in policy dialogue for the
establishment and promotion of effective partnerships and collaboration among partner agencies. Great
abilities and commitment to drive and create change in the life of vulnerable persons, as demonstrated
in the leadership provided in the implementation of the Youth Livelihood Programme, under the

under NUSAF2, Office of the Prime Minister, which was rated satisfactory by the Joint Government of
Uganda and World Bank Implementation Support Missions throughout the five years of implementation.

(i) National Programme Manager, Youth Livelihood Programme (YLP), Ministry of Gender, Labour
and Social Development (January 2014-To Present):
The Youth Livelihood Programme (YLP) is aUshs. 265 billion Government Uganda Programme that
is designed to respond to the high unemployment and poverty levels among the youth in the 112
districts across the country, through promotion of skills development for self-employment, and
income generating activities initiated by the target youth.
My core function is to provide leadership in the continuous development, management, co-
ordination and control of Youth Livelihoods Programme in line with Government Policies. The Key
achievements registered include the following:
? Provided strategic technical direction in the planning, implementation, monitoring and
evaluation of the Programme.
? Developed and instituted Programme management systems, tools, procedures, and plans to
ensure operational efficiency.
? Coordinated implementation of the Programme at the National level the 112 Districts in the
country.
? Supervised and coordinated periodic review of operational and management policies, systems
and procedures, procurement, resource development, management of human, financial and
material resources, programme delivery, and communication under the Programme with
Government and other Stakeholders.
? Provided liaison with Government Ministries, Departments and Agencies, as well as Development
Partners.
? Supported 17,000 youth to engage in self-employment and income generating projects.
? Provided leadership, supervision, coaching and motivation to 28 Staff in the Technical Support
Team and 112 District Focal Point Persons to maintain a shared culture of management-by-
objectives, collaboration and solid team performance.
? Coordinated establishment of strategic collaboration protocols with the Private Sector and Civil
Society Organisations.

manufacture of plastics in Uganda, wholly owned by the Mulwana family, which she has run since 1991.
Barbara started working with Nice House of Plastics after working as an Applications Engineer with Good
Year Tyre and Rubber Company (Akron, Ohio) and worked as Head of the Sales and Marketing
Departments respectively in Nice House of Plastics before assuming her current role as Executive
Director.
Ms Barbara Mulwana has served on a number of Boards and Steering Committees. She was a member of
the Steering Committee for the Business Forum of the Common Wealth Heads of Government Meeting
(CHOGM) in Kampala in 2007 and she is also a member of the Steering Committee of the Private Sector
Foundation Uganda (PSFU). Currently, Barbara serves as Director Stanbic (U) Ltd, Jesa Farm Dairy,
Uganda Batteries Ltd and Uganda Manufacturers Association. She is also sits on the Varkey GEMS
