Is the government's scheme of raising unwanted girl children a good idea?

The government has announced a scheme where parents can leave unwanted girl children at a government orphanage. The government will take care of the upbringing of the child. Some feel this could lead to more parents abandoning their daughters. Do you think this scheme is a good one?
 
I don't htink it's that good an ida as what i feel is that it's gonna give boost to more girl childs been thrown away as grabage as it been carried out in the past...
 
I think the govern. is going in the wrong way, it is simply the helplessness being shown by the government and its inability to educate the people, raise their std. of living and proper execution of punishment for those who abandon the girl child. If these things are looked into automatically the abandoning of girl child will stop.

On the other hand I fear that those who are not able to abandon the girl child may torture them physically and mentally as many cases have come up on TV. Hence we citizens have to be alert in spotting such social evil.
 
This is a call b/w devil and Deep sea.

Parents who are nt able to bring-up the child will sell them to some brokers.The brokers will use the child for money.In Extreme cases,some mite kill their chidren.Instead,if the child is under the hands of the Govt the child will atleast be safe.Parents also have a chance of knowing abt their child.

I completely agree that Govt shud stop this habit of abandanoing of child orpahanage.But those laws are still in papers only.Hoping it will come to reality soon.

bad idea i thnk!!!why only gal child why nt boy child??i also thnk tat ther is no guarantee of a gal child being safe in a govt orphanage...also govt facilites may nt b upto the mark.ther r increasin no. of cases wer a gal is been harassed mentally as wel as physically.....instead an NGO can b run bi sum private group wich can regularly tak care of the gals....tat is more safe i believe...
 
I think this the best step taken by the govt in this regard so far.

And i am sure this will help curb female infanticide as its not very easy to kill ur own flesh and bone.And parents will now have a better option as they can also secretly be updated wid the growth of their child and can later have their baby back when they start repenting.I completely approve of wat the
govt has in store for the mother of the mankind.

And with time humanity seems to be disappearing from this earth. Many innocent children are falling prey to the ghastly yearning of sex hungry men in Delhi also known as the crime capital of the country.

Little Muskan (name changed), a four year old, must have had no idea about this ruthless world till she was raped brutally. Today she manages to survive without her uterus, vagina and has two external pipes inserted to support her kidney.

Muskan is still innocent, as she does not know what exactly has happened to her… For her, it is a demon who had tried to capture her, hurt her… but she managed to escape.

But for the family, she is a burden now, she needs to be hidden from the hypocrisy of this society, which turns a blind eye to the accused and treats the victim with disrespect.

A father of three, Siraj (name changed) who had changed three houses, ultimately had no other option but to leave his eldest daughter with an NGO, Childline, which works for the rehabilitation of such children.

“I have two more children to look after, we are poor and I am a rickshaw puller. The doctors said she needs further surgeries. How do I manage,” said Siraj who lives from hand to mouth and had migrated to Delhi from a small hamlet in West Bengal in search of a livelihood.

A number of NGOs working for the rehabilitation of such children are finding it difficult to handle increasing cases of child abuse due to shortage of fund and obstacles from various quarters.

“It depends from case to case and in this particular case they cannot afford to bear her responsibility as the parents will not be able to marry her off, nor they will be able to keep her due to the social stigma attached with such victims. So we are now collecting funds for her sponsorship. We will provide her with education and some vocational training course so that she can earn something for her livelihood for herself,” said Tammana Khan, city Co-ordinator, Childline, Gurgaon.

Muskan’s is not a single instance, Last year in Delhi, a father had raped his 10-year-old daughter for more than a month. Eventually the girl told her neighbour who reported the matter to the police. The man was later arrested and awarded a life sentence.

One of the most heart-breaking instances was the rape of an 18-month-old child, by a pavement dweller in December 2005. The child, whose parents are daily labourers, continues to suffer from pain and occasional bleeding.

Statistics from Delhi, our proud capital city, recently showed that 75 per cent of all rape cases were that of minors and 25 per cent were of girls under the age of twelve. According to the National Crime Record Bureau, 3542 cases of child rape were reported in the country in 2004 out of which 295 cases happened every month. The figure went up to 335 in 2005.

According to Malini Bhattacharya, member, National Council for Women who work towards bringing justice to such cases, feels it is of utmost necessity to amend the existing law, which is totally inadequate.

“The laws that are there at present are very inadequate. Particularly in cases of child rape there is no provision for proper rehabilitation and proper trauma treatment. In section 375 and 376 of Indian Penal Code, the very definition of rape itself is unsatisfactory and very inadequate. It says that if there is no penile penetration then it is not considered a rape and the penalty itself is very less. And in cases of child rape, if there is no penetration but other kinds of assault which are equally damaging, the law does not recognise it and considers it as nothing but outraging modesty,” said Bhattacharya.

Bhattacharya laments that though the National Council of women has worked out various ways in collaboration with All India Democratic Women’s Association, the government pays little heed to such projects.

“The National Women’s Commission has recommended changes in the present provision and passing of a comprehensive law, which addresses all these problems. AIDWA (All India Democratic Women’s Association) has drafted a bill, which recommends a full trauma treatment to such victims of rape. The bill is still lying with the central government for approval and thereby to be placed in the parliament,” she added.

A minor undergoes irreparable damage both physically and mentally when raped. And providing psychological counseling to such victims is a challenge on its own as the child goes through the trauma throughout her growing up years and thereafter.

Psychiatrists believe that it is the parents more than the child who needs counseling. And in a closed society like India, it is an uphill task.

“It is very tragic and the sole initial responsibility lies with the family of the victim. It is how they react to the whole situation and let the victim understand that she is at no fault… else it is the guilt conscience that affects the personality of the child especially during her growing up years. The parents should be alert and seek professional counseling if necessary,” said Dr Pattanayak, a Psychiatrist, VIMHANS, Delhi.

Statistics meanwhile show that rapes committed by strangers have come down from 19 per cent in 1998 to only 1.84 per cent in 2006. This means that the safety vis-à-vis strangers has shown a relative improvement.

The other 98.16 per cent of the rapes that are committed and reported were either by the relations of acquaintances or friends or where the accused had a previous altercation with the victim.

It may be mentioned that the “Crime in India manual for 2005” compiled by the National Crime Records Bureau (NCRB) has reinforced Delhi’s image as a metro unsafe for women.

The Capital has the highest rate of crime against women, 27.6 per lakh population, which is twice the national average of 14.2.



i think government is takin a right step.......an unwanted child.....will probably not be loved n taken care of.....n her life can be as miserable......pplus parents who r poor n cannot afford more childrens....keep on givin birth to girls for a wish to get 1 boy....they give birth to 5-6 girls....n all r unwanted.....thr shd be some place for them....if this happens girls will be independent....

well v cannot disregard da fact dat even 2day in some families a girl child is not welcomed with open arms...whatever the govt is doing is only 2 help these babies 2 get a life otr than be brutally murdered.. but then again its "govt" can v really trust it...ders possibilities that da caretakers would carry out some "unmentionable" activities!! how can their safety be guaranteed??
 
this is a bad idea. they encouraging parents to get rid of their responsibilities towards their child which is not at all appreciating.
 
the idea is crap the parents who will give baby girls to orphanage shud b sacked they have no right to give birth n throw their girl child strict action should be taken against such parents. Government is gone to the dogs.. if they are even thinking about this plan..
 
it's such a contraversy idea, because we cant judge parents what will they do? some can be motivate and some get freedom to 'produce' children till the Boy.........
 
i think the govt is doing a good job. these are govt runn centres which are known as "cradle systems" isnt it better than to be thrown in garbage? atleats it will help to curb foeticide and infanticide whihc is a cold blooded murder
 
i think this is a good initiative made by the government but before implemeting this rule many other steps hav to be taken .....so that this one can be for the betterment and not for pleasure and educated illiterateness of people......

1) if such a thing is allowed , many couples would have sex, hav kids and abandon them expecially if it is a girl..

2) many ppl to some extent find it uncomfortable to use condomns and may lure in sex once in a while without it leading to pregnancy in such a case they may b at ease as they always hav the option of a child orphanage by the government...

3) this step is taken by the government basically with an aim to create a balance between male and female ratio....as abortion cases of a female foeticide are at a rise...

4) what is the gaurantee that the children at the orphanage may b given a decent standard of living , inculcated with good values and education and yes good and decent food as the statistics regarding malnutrition in india is quite wel known.... as we all are aware of the services rendered by the government and their after sale services...secondly who says tht these children wud be safe with the officials who are themselves involed in mental and physical harrasment...

5) above all one should not forget that when these girls wud b in their growing age the feeling of not being wanted and just abandoned by educated illiterate wud be more painful and very difficult to digest.....

6)thefore i think it is extremly important for the government to first make it clear that this is not some kind of dharamshala where u can come every now and then and leave the unwanted kids.....

7) moreover parents would even leave children if they are disabled or are having learning disability or are handicaped in any manner , they wud also be tension free incase of dowry and other problems of the girls, they wud run away instead of facing cases of rape and physical harrashment.....

there are alot of pros and cons to this it is all up to the parents and the awareness drive of family planning and girl child campaingn ......as this would lead to the future of girls now in the hands of the government....it wud 100 times be better to hav a roof over ur head rather than b abandoned in a garbage bin...
 
it is a good idea if they implement.
they can be brought up to a certain extent and then they could be left to stand on their own legs

Also think about the negative aspects of the topic.Think keeping in mind the good side and the bad side,and if bad what should be the solution. Anyways :cool:
 
absolutely not, our goverment is creating a garbage can for girl child where all unwanted innocent girls would be dumped...BTW who guarantees their security in government's hands???

I was thinking on exactly the same lines. You have put all the thoughts very precisely... I feel the govt. should plan each and every step very nicely. People should know that such orphanages are not dumping grounds, yet this move will help stabilize the sex ratio and reduce female infanticide.

At the end, it matter how the govt. implements it.
