New Delhi: The Inter Ministerial Group (IMG), instituted by the Prime Minister to undertake preparatory work for setting up Amritsar-Delhi-Kolkata Corridor (ADKIC), has proposed development of seven Integrated Manufacturing Clusters (IMCs) in phase one of Amritsar-Delhi-Kolkata Industrial Corridor.
In the first Phase, every State could promote at least one IMC of about 10 sq km area, in which 40% area would be earmarked permanently for manufacturing and processing activities, the IMC suggested in a report submitted today.
The IMG was to scrutinize the possibility of setting up the corridor using the Eastern Dedicated Freight Corridor as a backbone similar to the Delhi-Mumbai Industrial Corridor (DMIC) which uses the Western Dedicated Freight Corridor as the backbone. The Group was also to recommend on the structural and financing arrangements that would be required to operationalise it.
The ADKIC, be taken up in a band of 150-200 kms on either side of EDFC, will span across 20 cities in the seven states of Punjab, Haryana, Uttar Pradesh, Uttarakhand, Bihar, Jharkhand and West Bengal. The corridor to be developed in the phased manner is expected to leverage the existing Highway system on this route and the Inland Water System being developed along National Waterway-1, the report stated.
IMC has further projected maximum investment of Rs5749 crore for developing seven IMCs in the first phase. The Ministerial group has proposed budgetary support from the Central government for developing this project. “The budgetary support would include interest subvention, development of trunk infrastructure, share in equity and initial grant to ADKICDC for Project Development,” the report added.
It has further suggested setting up a Dedicated Agency (DA) – Amritsar Delhi Kolkata Industrial Corridor Development Corporation, to be set up as a corporate entity, on the lines of Delhi Mumbai Industrial Corridor Development Corporation (DMICDC). Besides, the report also recommends establishing Special Purpose Vehicle by the State Governments for administration of clusters.
To finalize the next steps, Principal Secretary has scheduled a meeting with the members of the IMG and other relevant ministries on Friday i.e. 20.9.2013.
