I heard they've lifted the 3 month waiting time before a person is allowed to take the next test as well.But it's too expensive for multiple tests, so try to score well on your first attempt! Just be careful, listen carefully and don't mix up your words. You can download and search lots of IELTS papers from the internet. Best of luck for ielts.
 
IELTS is conducted by British council.I don't think there is a limitation on times as long as you have the funds to pay for repeated exams
