Human poverty on the HPI declined during the eighties from 47% to39% in the early nineties. Decline was marginally more in the rural than in the urban areas resulting in the narrowing of rural urban gap. This is however only a national level through head count ratio.
In terms of rural and urban incidence of poverty, ratio of poor in rural is twice as high on a national, as well as state level. Reasons for such large differences in rural and urban areas is the scarcity of basic amenities in the rural areas taken for granted in urban areas
