How the transfer of the 6% voting rights will affect EME?

In the preparation of the Seoul summit the finance minister of the G20 countries have agreed to shift the 6% of the voting rights to the developing country and the emerging market economy. The G20 countries currently have 80% of the world trade and two third of the world population. Seeing the above statistics is the transfer of the mere 6% voting rights will suffice the look after the needs of the EME's?
