The Challenge
Chronically Underperforming
Schools
Public school performance
has advanced tremendously
in Louisiana over the last two
decades, but there are still
hundreds of underperforming and
failing schools in rural and urban
areas throughout the state. Tese
schools will continue to fall behind
without dramatic intervention,
leaving the potential of thousands
of children untapped. However,
like underperforming businesses,
educational institutions can be
turned around. How? Trough
bold strategies and assertive
leadership.
The Solution
A Unique Leadership Training Program
Te Louisiana School Turnaround Specialist Program is a revolutionary
approach to school improvement. Selected school leaders enroll in
an intense, three-year executive management education leadership
course series that fuses proven techniques from the business world
with progressive education strategies. Te program trains educators to
make informed decisions quickly, to become strong managers and to
fundamentally raise expectations of faculty, students and the community.
Te Louisiana School Turnaround Specialist Program is based on a
successful initiative developed collaboratively by the University of
Virginia’s Darden School of Business and Curry School of Education.
Louisiana education experts studied the UVA model, and now, the state
is one of the frst in the country to institute its own program at home.
The First Step
A Bold Move in Your Career
Participants have said the School Turnaround Specialist Program is
among the most gratifying opportunities of their careers, equipping them
with “real world” and “relevant” strategies that actually work outside of a
seminar.
Te statewide application process for the School Turnaround Specialist
Program takes place each fall, when candidates apply directly or are
nominated by their school districts.
Applications are available from your district ofce, or online at www.
teachlouisiana.net. Candidates who advance through the frst phase
are granted interviews. Schools must also meet certain requirements,
including an Academically Unacceptable Status (AUS) rating of 1 or 2,
with priority given to schools with higher Academic Assistance (AA)
levels.
Once accepted, candidates and schools are assigned to regional providers
-- local universities where the training takes place.
The Program
Te School Turnaround Specialist Program is currently conducted through six
regional providers.

Louisiana Tech University
Nicholls State University
Northwestern University
University of Louisiana
at Monroe
Xavier University
Education and business faculty members on the regional providers’ campuses
conduct six units of coursework during the spring, summer and fall of the frst
two years. Te third year of the program features on-site mentoring and further
assistance in adjusting strategies and techniques. Troughout the program,
participants have access to a “district advocate” within their local school system.
Tey also take advantage of a strong, collegial network of fellow principals with
whom they exchange ideas.
The Content
Te School Turnaround Specialist Program is a dynamic,
research-based concept that draws strategies from both
business and education to change the direction of failing
schools.
Year One: Principals learn about “quick wins” and 30-60-90-
day plans that transform a culture of low expectations to one
that expects success. Participants improve their use of data and
they make bold, assertive management decisions.
Year Two: Principals build a strong team of faculty, parents,
volunteers, donors and community advocates. Building upon
the changes established in year one, they continue to take
steps that improve achievement scores. Short-term goals are
combined with a long-term plan designed for sustainability.
Year Tree: By now, the culture shif at the school is palpable
and teachers, students and parents have begun to shed the label
of “underperforming.” However, changes need to continue and
intensify, so Turnaround Specialist Program participants spend
the fnal year working one-on-one with instructors to make
sure improvement measures stick. Turnaround Instructors
shadow and mentor principals on site.

The Outcome
Te School Turnaround Specialist Program has been
credited for providing school leaders with the necessary tools
to achieve quantifable results quickly. Indeed, graduates
from Louisiana’s School Turnaround Specialist Program
have signifcantly increased the number of students scoring
profciently on standardized tests and have dramatically
reduced the number of those scoring unsatisfactorily. Te
program sets itself apart by using business strategies in an
education setting, including new data analysis techniques,
creating strong networks of mentors and colleagues, and
establishing an assertive, inspiring vision.
