Minimum requirements: An undergraduate qualification (NQF Level 7) as recognised by
SAQA in Development studies / Public Management or equivalent qualification. A Master’s
degree will be an added advantage. Five (5) years’ experience at a senior management level
in intergovernmental relations and stakeholder engagement or similar environment. A
thorough understanding of cooperative and participatory governance. Experience in
integrated governance and service delivery initiatives. And understanding of a
developmental state, the Constitution and relevant legislation and regulations.
Key Performance Areas: Facilitate the mechanisms for effective cooperative governance
and service delivery in the Province. Spearhead cooperation between the Province and the
National government departments and State owned entities. Facilitate effective mechanisms
of engagement with stakeholders and communities in the Province. Facilitate the
implementation of the Premier’s EXCO priority interventions. Ensure the OTP provides
strategic leadership on intergovernmental relations in the Province. Facilitate effective
mechanisms for efficient international relations and cooperation in the Province in all
spheres of Government and public entities. Manage the resources of the Chief Directorate.

Salary: R988 152 all inclusive package per annum (Level 14)
Minimum Requirements: An undergraduate qualification (NQF Level 7) as recognised by
SAQA in Financial Management with Accounting as a major subject. Five (5) years’ relevant
experience at a senior management level. Strong Communication and Leadership skills. A
methodical and efficient approach to work. Knowledge of PFMA, Treasury Regulations and
procurement. Sound knowledge of Basic Accounting System (BAS). Generally Accepted
Accounting Practice (GAAP) and PERSAL System. Understanding of the Government
Regulatory Framework. Practical experience in the preparation of Annual Financial
Statements.
Key Performance Areas: Provision of financial management services to the OTP. Provision
of supply chain management services to the OTP. Ensuring adherence to internal control
measures and approved policies. Reporting responsibilities. Management of resources.

SAQA in HRM/HRD/Industrial Psychology/Public Management or Public Administration. Five
(5) years’ relevant experience at senior management level in a Human Resources
Management or Corporate Services environment. Advanced knowledge of strategy
development, strategy management and strategy monitoring and review processes; policy
analysis, policy development and policy implementation and review processes; modern
systems of governance and administration. Extensive understanding of human resource
management, human resource utilisation and capacity development, employee health and
wellness, employee relations and people management. Ability to co-ordinate the
implementation of Human Resource Administration programmes, Employee Wellness
programmes, Organisational Development and Job Evaluation related issues, Employee
Relations as well as Skills and Human Resource Development programmes.

relevant experience at a middle/senior management level. Strong conceptual and
formulation skills. Leadership skills with specific reference to the ability to display
thought leadership in complex applications.
Team building and strong inter-personal skills. Excellent verbal and written communication
skills. Outstanding planning, organizing and people management skills. Computer literacy
skills.
Key Performance Areas: Coordinate and facilitate the implementation of strategies and
policies to manage intergovernmental relations. Monitor and evaluate the implementation of
relevant frameworks. Provide support to intergovernmental service delivery initiatives.

(Ref No. OTP 5 PME) (3 year contract)
Salary: R819 126 all inclusive package per annum (Level 13)
Minimum Requirements: An undergraduate qualification (NQF Level 7) as recognised by
SAQA in Policy and Development studies, or equivalent qualification. Five (5) years’
experience within policy/planning monitoring and evaluation at a middle/senior management
level. Analytical thinker with strong background in turnaround strategies and change
management. Monitoring and evaluation of government programmes and service delivery. A
thorough understanding of policy and administrative processes of Government. A good
understanding of political and governance issues. Ability to develop and manage effective
working arrangements with other spheres of government to ensure coordinated and
integrated actions.
Key Performance Areas: Responsible for the management of the performance monitoring
and evaluation chief directorate. To spearhead oversight over the provincial government with
respect to governance and service delivery. To coordinate performance monitoring and
reporting on the execution of the programme of action and strengthening of cluster
functionality. To coordinate performance evaluation of government programmes.
To provide regular reports to the executive structures of the provincial government. Support
and monitor the performance monitoring initiatives of the Premier and EXCO. To provide
feedback to provincial departments on their performance. To coordinate and manage the
implementation of integrated provincial performance monitoring systems.
NB: Short-listed candidates will be subjected to pre-employment screening and technical
