Drug abuse is a social evil. It destroy's the vitals of the society.

Some people consider it as a CRIMINAL PROBLEM, since the usage of drugs is illegal whereas some people consider it as HEALTH PROBLEM since the government authorities donot arrest people for buying a pack of cigarettes becuase those are issues of public health and not criminality.

its both criminal and health problem and the real culprit is the government which is ignoring the problem as their major tax earnings are from that only
 
It is both criminal and health problem, as it affects health and also its not ethical to buy drugs, ciggarets, and other alcoholic substances.
