Arvind Kejriwal has been highly reprimanded for issuing two finger test circular which was banned by Supreme Court. No one is above law but, it seems like Arvind Kejriwal just want to bring change which is of no use and disgisting. A Per Vaginal (PV) examination, also describes as "two finger test" which involves an insertion of two fingers in to the rape survivor’s private part to collect samples, and check any internal injuries. This test is considered as unethical and already banned by Supreme Court stating it as inhuman. The two finger test on sexual assault victims is also banned as per the Union Health Ministry’s guidelines. But, even after Centre’s ban, Delhi government gave permission to hospitals to carry on with the “two finger test” on the rape victim after victim’s consent. However this decision has blown away Delhi government and harsh criticism garnered on them.


The Supreme Court in 2013 said, "Undoubtedly, the two-finger test and its interpretation violate the right of rape survivors to privacy, physical and mental integrity and dignity. Thus, this test, even if the report is affirmative, cannot ipso facto, be given rise to presumption of consent. The court also said, Medical procedures should not be carried out in a manner that constitutes cruel, inhuman or degrading treatment and health should be of paramount consideration while dealing with gender-based violence." This seems like best suited opportunity for the Congress and BJP to criticize Arvind Kejriwal Delhi government. Senior party leader RPN Singh said, "This is extremely unfortunate. Though there are reports of them taking it back, but still even thinking about it is shocking." Bharatiya Janata Party spokesperson Sambit Patra tweeted, "The Delhi government allows the controversial "Finger Test" for rape victims, despite the Supreme Court having ruled against it in 2013. Disgusting!


Delhi Health Minister Satyendra Jain, believe that it is a misinterpretation of the circular, sounded like yogendra yadav. "We called an emergency meeting today with doctors and officials, and are issuing an advisory. We're clarifying that this kind of test should not be conducted at all on victims of sexual assault. However, it's advised that the medical professionals should not perform the two-finger test unless it's only for the purpose of medical treatment, if needed, and not in the case of sexual assault," Jain said. However, Delhi government have the gauged the sensitivity of the issue and increasing outrage among people have forced them to ban two finger test.
