I didnt get your question correctly. Did you mean to say - Should there be a cutoff in academic marks for candidates before sitting for placements???

In dis case, i think yes because candidates (if not all atleast some) will seriously study hard in fear of the cutoff eligibility during placement time.

Moreover, most important factor to judge candidates' is to have a GD/PI at the placement time.

No No academic is all about "memorizing and vomiting", it should not be included as a screening eligibility as per my understanding. There are students who are logically good, I believe companies need only those who who are logically good and not those who just memorize things.
There are companies which is ready to even select the students with maximum 3 arrears.
A resume will tell about his past.
A GD & Interview will tell about his present.
 
I agree to the above quote..
academic marks ArE the perfect criteria to judge a student's capability.
Along with that personal inetrview and group discussion should also be conducted so that the student can be evaluated in every dimension.
With inrease in comepitition in today's world, one cannot be judged only on basis of the acdemics performance............................................................................
