1. Context
GEM CSU believes that strong management and integration of data is a fundamental
enabler to delivery of commissioning intelligence services. Supporting early national
work through the DMIC programme, GEM has been fully accredited to deliver data
processing and integration services as part of the national HSCIC model. GEM CSU will
continue to develop to achieve accreditation for its own data warehouse under the new
guidelines recently released. This role will work within the GEM CSU Data and
Development Team. GEM CSU, one of the largest CSUs in the country, is developing a
new and innovative approach to commissioning intelligence systems aiming to support
not only CCGs with the commissioning cycle but also by extending the remit of the
system to inform and influence change of behaviour directly with practices to support
their role within CCGs.
2. Job Summary
To lead a Business Intelligence Development Team whose purpose is to manage all
aspects of reports development for the GEM integrated commissioning intelligence
system. To ensure reports are designed and developed in accordance with
specifications describing customer and internal GEM requirements. Maintain high levels
of quality through management of an assurance process working closely with information
managers and leads.
3. Key responsibilities
? To deliver a high quality, responsive and efficient BI development service supporting
GEM and customer objectives through delivery of reports through the GEM CI system.
? To work with spoke information teams and customers, identifying opportunity to deliver
reporting services at scale through a “do once” approach to support customers in
commissioning and improvement of health care services.
? To supervise the work of a team of developers to deliver the agreed programme of work
motivating the team to implement a culture of customer service and continual
improvement.
? To have a central role in the development of the GEM Commissioning Information
System including the design and build of the reporting architecture
? To ensure that report developments are approached in an agile manner and are
developed as efficient as possible being in line with best practice which enhance the end
user experience
? To be subject matter expert in BI development techniques and technologies including
best practice to support the teams in developing their specialist understanding and
knowledge.
? To develop BI reports based on a wide range of data sets, using BI development tools
and products as appropriate, to ensure reports deliver accurate and useful information in
meaningful form to customers.
? To provide innovative insight utilising the appropriate BI tools
? To support definition and development of reports for new data sets to embed reporting
through the GEM CI system to ensure consistent delivery of high quality of reporting.
? To work with the wider CI team to deliver a data quality programme ensuring that reports
available are accurate, complete and fit for purpose.
? To work with other teams within GEM and relevant customer leads to ensure that BI
development for commissioning is integrated with reporting requirements for contracting,
performance management, service redesign and financial workstreams.
? To maintain detailed and up to date specialist knowledge of BI development techniques
and tools and implement within the team as appropriate.
? To support spoke teams and customers in use of GEM CI system and other BI tools
which may be deployed to facilitate increased us of information and self-service analytics.
? Deliver training to GEM staff and CCG / general practice users in use of GEM CI tools.
? To work with customers to develop KPIs related to report delivery and the availability of
the commissioning information system and address areas of concern
? To support measurement of the hub development function in relation to key performance
indicators through collection of relevant data.
? To be a proactive member of the extended senior management team for commissioning
intelligence supporting strategic development of the service.

? Responsible for the day to day range of staff management matters, which will include
responsibility for supporting appraisals, development of staff, recruitment and where
necessary processes such as grievance and disciplinary matters.
