Black Money..Whom to blame..What to do???

After reading today's headlines & also we've been hearing about it for a long tym - BLACK money.
What & Where exactly is the problem.
Is our Govt really interested in stopping the black market and dig out the black money. Or they tend to ignore it as nobody is honest.
Whom should we blame and what is the best solution to curb this problem.

Whom to blame - well, list can start with our own name - very often we too prefer to buy things without receipts and all to save a few bucks. All the complex rules relating to financial transactions...in fact with everything do encourage people to bypass official channels and offer kick-backs to get the thngs done. Bringing transparency - e.g. through RTI - or making things/data available online should help us here.
For exposing those already having big stash hidden somewhere across the swiss borders - our government can perhaps learn a lessons or two from Americans - just choke the swiss companies and they won't mind coughing up some names...and don't give up to the Swiss / International pressure in the process - after all it is they who are wrong / defending the wrong-guys and not us!
 
The income tax department should also accept a lot in case of black money. Such a high rate of around 30%.... it really pinches in the pocket..!!
