Hiiii I think that T&D shud be the part of HR dept. only cz it is one of d part of HRM, also in d times of recession that is right now d companies are facing having a separate dept for one of d activity of HRM is too costly!! but again it also depends on the size of the compny.. thanxx!! Yesha
