Zero budget is a reference to the monetary resources of an independently made project, amateurly as a hobby or otherwise, without any financial commitments made to it save those its owners/developers are willing to invest onto. A direct meaning being that all work on the project is done voluntarily without any of its contributing members being compensated for their labor.


A Zero Based Budget is where the expenses or costs of the prior year are not taken into consideration when establishing expense or budgetary levels looking forward. Each expense category starts from zero. All expenses or cost levels within the budget must be justified or re-justified as being necessary; thus “zero-base”. Organizational restructuring using the zero based budgeting approach are often termed zero based reviews (ZBR).
