It's been estimated that it would cost about 10.8 billion to free all the people that are in slavery today.
In the grand scheme of things, this isn't that much money.

In a black and white Universe, governments would band together, hand over the money, and all of the slaves would be free. (Free as in given a chance of education and work, not just let loose somewhere lol)

Do you think this issue is black and white? I think most people would agree to freeing any slaves. But it hasn't been done.
 
There are even cases where the slaves themselves are not aware of the rights available to them and hence do not even want to be free.
