Why do most of the schemes/projects fail- poor planning or poor implementation?

Most of the policies are still in papers.I have heard abt project like Golden quadrilateral linking all 4 metros but I'm yet to see it.Linking of rivers in India is still in papers.I have heard abt the cost estimation being done for this project.Another one in this is the Iran-Pakistan-India pipeline.The modalities are still being worked out for this project.These are more projects which are in planning phase.I'm nt sure huv many will become reality.

There are some which have crossed the first hurdle bt are nt successful in implementation.NREGS is one of the projects which is best planned but poorly implemented.The scheme doesn't meet its target.Recently opened Hydbd airport where the modalities haven't been properly worked out.Even Blr airport is very far frm the city.Nt sure huv the ppl are gng to commute to/frm the airport in the midst of Blr traffic.

i personally think its due to poor Implementation.

Planning is done well but when it comes to implementation, oohhhh,,,,,,,

The whole plan is changed due to personal benifits of all people engaged directly or inderctly with the plan.

So the planning is good but implementation ???????????????????

And about that Golden quadrilateral linking all 4 metros its all i think due to political structure of our country. Becouse it was started by Mr. Advani and now the governemnt is changed so the plan i don't think will work ahead.
 
Even i agree with all of you. . What is the point of planning if it cant be implemented well...

Even i had heard about a train link from Thane to churchgate about 3 years back... But the work has not yet started..

Just last week in the newspaper i read that Govt. had planned last year that Mumbai would be potholes free.. And this work was supposed to get over by May 31st.. And u would be surprised to know that not even 20% wprk is done and in fact, in some areas work has not even started..

So its about procastination...

I've said it once and i will say it a 1000 times, Indians make the best of the plans but fail in execution.

Of course if we could learn something from the Japanese and fit the concept of "Poka-yoke" we would turn into a developed nation pretty soon.
 
the answer is poor implementation.
for example as per plan project has to be complete in 5 years and cost of project is say 1000 crore but due to poor implementation and corruption project cannot be completed even in seven years and cost has also doubled.
this is one suchh example there many more can be cited.
 
Poor planning results in setting up in appropriate objectives or plans. Inappropriate objectives cause the organization to direct its efforts in the wrong directions, or to put in too much or too little efforts. A business introducing a new product in a market may follow different different objectives such maximizing immediate profit, or maximizing sale sales volume, and the prices it sets for the product will be very much influenced by the objective. Immediate profit maximization may point to setting up high skimming prices, while objective of sales maximization is better served by low penetration prices. Unless thee is clarity about the objectives of setting the price levels, the likelihood of setting the prices at correct levels are low. Similarly, the selling and advertising efforts to be put in for this product will depend on target sales volume. If the sales volume targets are too low full sales potential will not be achieved. It the sales targets are too ambitious, efforts and cost incurred in sales and advertising will be wasted in following unrealistic objectives.
