Why are HR professionals still treated as Liability and not Assets

HR are being still treated as Liability and not Assets when the company is not performing to various reasons and HR become one of the first targets to be asked to leave or cut down the salary. Why don’t they understand that HR Professionals are also the forefront for any organization to perform well or even survive by treating them just as a liability rather than a resource? Organization must find ways of utilizing the important resource for the success of their objectives and redirect trust and confidence on HR and empower to take decisions but offlate though some companies empower...most to the companies sideline HR or ill-treat HR compared to Technical or Sales personnel’s …why?
 
I acknowledge your views with a pinch of salt. On the contrary according to some recent studies HR has shed its age old image and has come up as a new avatar..now even more critical to an organisation's success not because it manages the most important resource an organisation can have-People..but because it has started incorporating dimensions of Finance, Marketing and Operations into Managing Human resources and ceasing to exist as an individual and independent entity.

Today's HR professionals are required to have knowledge on domains like Analytics, Finance, operations and sales to better understand how they can make the most out of the Human resource available to the organisation. :)
