USA talks tough, says India can't do N-test

The United States has said the civilian nuclear deal with India will be “terminated” if New Delhi conducts a nuclear test.


“The proposed 123 agreement has provisions in it that in an event of a nuclear test by India, then all nuclear cooperation is terminated," said US State Department Spokesman Sean McCormack on Tuesday evening.


"Let me hence reiterate once again that a decision to undertake future nuclear test would be our sovereign decision, one that rests solely with the government," he said.


There is "provision for return of all materials, including reprocessed material covered by the agreement."


India insists that the 123 agreement, the operative part of the nuclear deal, is silent on nuclear tests. Prime Minister Manmohan Singh told Parliament on Monday that the agreement does not forbid India from conducting nuclear tests.

The White House also said the Indo-US nuclear deal has many "wonderful aspects", one of which is that it brings New Delhi into the system of monitoring and compliance.


Deputy Press Secretary Dana Perino said this while briefing reporters about President George W Bush's telephonic conversation with Prime Minister Manmohan Singh last night.


"The two leaders discussed the civil nuclear cooperation initiative, climate change, the importance of a successful outcome in the Doha round, and regional security," Perino said in Crawford, Texas.


"I don't have specific details as to what they both said, but what I would point out to you is that the President and Prime Minister Singh have been very supportive of it, as it is debated there in India.


"We'll see if we can get you some more, in terms of how we can support Prime Minister Singh. The civil nuclear agreement has many wonderful aspects to it, one of them being bringing India into the system of some monitoring and compliance," she said.


Noting that India has "explosive population", Perino said the country “very much needs access to clean-burning electricity, of which nuclear power certainly would be.”


"And that would help raise economic levels across the country, help create jobs". It would make sure that people are not suffering from the ill-effects of traditional energy uses like coal, that can harm their health, she said.


"And nuclear power, obviously, doesn't have greenhouse gases, which can contribute to helping us reach the goals that the President has set for reducing greenhouse gas emissions," the official said and noted that Bush had invited "major emitting countries, including India" to a September meet the US would host on greenhouse gas emissions.
