Why is Government in Infrastructure?
• Techno-Economic: Economies of Scale
– State monopoly better than Private Monopoly

• Social Responsibility for Universal Access
– The underprivileged cannot be “thrown to the wolves”

• Availability of Funds: Large investment required
– Private sector is incapable of mobilising resources
