Recent Middle East Uprising In Tunisia, Libya and other countries have made people to once again think about the role social media like Facebook, Twitter is doing to the youth other than sitting , chatting with friends and being 'couch potatoes'!

Can the use of social media make a government more democratic? Yes, but probably not very much with existing tools like Facebook and Twitter. Their not built to solve very much of the problem you're talking about. They don't scale well in this scenario (in others they scale fine) and they could be exploited in not-so-democratic ways. However, social media as an idea could address this problem. Not easily, but it could be done.
