Should the state be held responsible for The spread of Malaria?

The fire spreading deisease "Malaria" are among the latest talks. The sudden spread of malaria in the state has stolen attention of each and everyone. In spite of the efforts taken by the govt. like : to withdraw community health workers from other programmes and help solve this problem? will it really help ? or should govt take some more measures to eradicate this epidemic. Between august 1 & 8, 1655 patients have been admitted to civic hospitals.
Whenever such epidemics hit the state, should the state responsible to take inititative to take measures against it, instead of leaving the problems of being public concern???

See we should not blame completely a state or government to spread the malaria or any disease. We people are also responsible for any threaten disease which raises in our area. W also need to keep our area and region clear. Government announces many precautions to follow but do we really follow all of them.
