Risk of transmission outweighs, moreover there are other tests like P24 antigen which becomes positive within a month of contact and hence can be used for suspected cases.
Making HIV testing isn't as tough as u make it sound. Make the results mandatory to register marriages. Also government in a tie up with some large firm provide partial financing for these tests, so the bride and groom only have to pay reduced price.
It would help save many a lives from getting affected by HIV & AIDS and worth while effort and investment by Government.
