Should finishing High School and getting a HS Diploma be mandatory?

Students drop out of school for a variety of reasons. A news source ( for what it is worth ) cites 6.2 million students dropped out of school in 2007. As it goes on and continue to says despite lack of funding there are still some programs for students to re enroll and earn their High School Diploma. With many of them wanting to coming back. Tho it seems the lack of funding is the problem.
But what about those that do not want to return. Should it not be their decision to do so or not? Or is it society's responsibility to require they do so as some title them a burden on society otherwise. Meaning they never amount to anything and live off the State.

So what is the verdict? Do we really need another mandate? Do we need to punish students who do not finish High School? Is it for their own good and that of society's that they are required to earn their diploma? Are they really a burden on society?
