Regulation can be broadly understood as an effort by the state to address social risk, market failure or equity concerns through rule based direction of social and individual action. Liberalization has allowed a shift of control from government and state to independent regulators.

Developed autonomously within each sector with very little coordination or cross fertilization of ideas across sectors. Political constraints and ministerial preferences over time seem to have dominated the reform agenda in different infrastructural sectors.
