Ragging in schools-why?

"Ragging in schools"-sounds like an oxymoron,but sadly not.Ppl had enough news about ragging in colleges and we have lost good number of ppl.So Govt of India has put a strigent measures to control ragging in colleges.But the ragging virus has targetted another place-schools.We are hearing a lot of seniors physically assualting juniors at the school level.Recently,we are seeing a lot of incidents of similar natures esp in Himachal Pradesh.This should sound like a harbinger for schools across the country.Why are such incidents happening at school level?
