query regarding administration

when i was going through the manual for policies and procedure of one company i saw that the company have HR and ADMINISTRATION as one department in wch they even have function of "capital goods procurement", but they do have procurement department in the company wch look at every technical as well as non technical procurement of the company.

So plz can any1 suggest y capital goods procurement is handle by the administration and not by the procurement department.

these things depend from company to company, the policies of the companies and their budget size as well

generally all procruement goods irrespective of capital or non capital goods are handled by the procruement department..
however since capital goods require heavy expense for smooth business transaction these things are handled by administration department
