To ensure that lighting control systems achieve their design intent, the lighting controls industry recommends a quality assurance process called commissioning. Commissioning ensures that the correct controls are properly installed and perform according to owner project criteria.

Benefits include user acceptance and satisfaction, higher energy savings, verification that the building and its systems perform as intended and full accountability for project participants regarding the quality of their work, which can reduce risk exposure across the design team. LEED now requires basic commissioning of lighting controls (and rewards advanced commissioning), and ASHRAE 90.1-2010 also requires it.

The challenge is that the term “commissioning” is used in different ways. ASHRAE produced Guideline 0-2005, The Commissioning Process, to provide a well-defined process for commissioning whole buildings. The Process includes definition of the owner’s project requirements (pre-design phase), creating a basis of design (design phase), verification and performance testing of building systems (construction phase), and turnover of a systems manual and training to the owner (construction/occupancy and operations phase).

To help lighting practitioners participate in commissioning and building commissioning professionals properly commission lighting and control systems, the Illuminating Engineering Society is currently developing a design guide on this important topic. This publication details the ASHRAE Commissioning Process and provides helpful guidance on how to incorporate lighting and control systems, including checklists and sample testing procedures. According to IES, this publication should become available during the summer of 2011.
