This is a really new feature that allows user to make phone call free of cost and lower rates for international calls to US and Canada.

Google has rolled out new voice calling from Gmail feature that we reported about yesterday. Using a combination of Google voice and video chat, this new call phone feature is current available only for Google account holders in U.S. - so don't waste time looking around for it. New phone calling feature from Gmail will let users dial numbers right from its web interface and talk to their contacts using headphone-mic.

To get this new feature working, you'll need to download install Voice and Video plug-in. Free calling is available for U.S. nationals to the U.S. and Canada for the rest of the year at least. Users based in U.S. can make calls to the U.K., France, Germany, China, Japan and many more countries at very low rates like $0.06/per minute (Rs. 2.80 approx.) right from their Gmail interface.

Such a feature is not new I think. But the rates are really less.

yes the rates are less and Gmail has more popularity and probably all of them possess Google accounts, hence with feature coming in the ones who were not associated with Google will soon be.
