ONION AND ITS MYRIAD USES…
?
Edible portion of onion is a modified stem bulb i.e. 38.40 per cent and used throughout the year in the form of salad, condiments and for cooking with other vegetables Used in soups, sauces, curries, pickles, for flavouring and seasoning foods Onion bulbs are rich sources of calories, vitamins, proteins, carbohydrates, iron, minerals etc.
? ?
? ?
Ranks medium in calorific value, low in protein and very low in vitamins
Recommended for the person suffering from high cholesterol, asthama, weakness, lethargy and lack of vitality In the "Garuda Puran", the Sanskrit word palandu which means onion, has been mentioned and great sages like Maharshi Atreya and Lord Dhanwantri have described the use of onions in detail Onions along with nutmeg, mace, cinnamon, clove and cardamom combined with the seeds of Mucuna pruriens ( Kauncha beeja ), taken daily in the morning and at bed time acts as a good toner for the body as a whole.
?
?
AND SOME MORE USES
?
Are carminative, melt the phlegm and oil extracted from them is volatile If a person suddenly becomes unconscious, the fumes of a crushed onion make him return to consciousness Even today people from the villages eat onions and jaggery (gur) with water to overcome fatigue and exhaustion after a long walking Relieves thirst and mitigates the effects of the sunstroke Useful in curing hay fever, dropsy, catarrh diabetes and chronic bronchitis

MARKET STRUCTURE-ONION EXPORTS
CONCEPT OF AGRI-EXPORT ZONES(AEZ)
?
Identifying a particular produce/product located in a contiguous area for the purpose of developing and sourcing the raw materials Processing/packaging, leading to final exports
?
?
The entire effort is centred around the cluster approach of identifying the potential products, the geographical region in which these products are grown and adopting an end-to-end approach of integrating the entire process right from the stage of production till it reaches the market
MEASURES ENVISAGED TO PROMOTE EXPORTS FROM AEZ
?
Financial Assistance Central as well as State Government assistance for Training and Extension, R&D, Quality Upgradation, Infrastructure and Marketing etc Fiscal Incentives The benefits under Export Promotion Capital Goods Scheme, which were hitherto available only to direct exporters, have now been extended to service exporters in the Agri Export zones Support from Central Agencies like Agriculture and Processed Food Products Exports Development Authority (APEDA)
?
ANTICIPATED BENEFITS OF AEZ
? ?
Strengthening of backward linkages with a market oriented approach Product acceptability and its competitiveness abroad as well as in the domestic market Value addition to basic agricultural produce
?
?
Bring down cost of production through economy of scale
Better price for agricultural produce Improvement in product quality and packaging Promote trade related research and development Increase employment opportunities.

REQUIREMENTS FOR EXPORT AND QUALITY ASSURANCE
?
Requirements for exports apply to all types of onions except for the following categories
? ? ?
Leaves and stems still green (fresh onions) Intended for planting (basic material) Onions intended for processing
?
Packed in new and clean packing material, that they are saved appropriately and not subjected to external and internal changes Sorting and grading must be supervised by well-trained personnel in order to achieve and maintain good quality. Packages to be designated concerning packer, kind and origin of product and trading marks.
?
?
OECD STANDARDS FOR ONION EXPORTS
QUALITY STANDARDS FOR EXPORTS
?
Quality standards of onion fixed by Agmark although it is not mandatory to obtain Agmark certificate for onion export Grades - Big ,Medium, Small and Mixed are followed for different types of onions which depend on requirements from importing country Middle East countries demand light red to dark red colour, size :4-6 cm 3-4 cm sized onions are preferred in Bangladesh European countries and Japan demand yellowish /brown colour onions having mild pungency, size: 6-7 cm
?
?
?
?
REQUIREMENTS FOR EXPORT AND QUALITY ASSURANCE (CONTD…)
?
Multiplier onions of bigger size with attractive red colour bulblets are preferred for export.
Demand in these countries is from February and up to May when it is very easily possible to cultivate onion in Nasik area of Maharashtra. Bulbs selected for export should be reasonably uniform in shape , size, colour and pungency. Should be mature ,solid, reasonably firm with tough clinging skin, thoroughly cured and dried outer scales free from dirt and other foreign material.
?
?
?
REQUIREMENTS FOR EXPORT AND QUALITY ASSURANCE (CONTD…)
?
Defective diseased, damaged bulbs caused by seed, stem, tops, roots, moisture, dry sunscald, sun burn, sprouting, mechanical or other injuries and staining, free from moulds, soft rot and insect attack should not be used for export. Trained labourers required for grading and packing of onions for exports. Packing size for export varies from 8 to 25 kg depending on requirement of onion by importing country. Although jute mesh bags are used for export, if there is no restriction for their use due to environmental pollution problems in some countries, plastic-woven bags are preferred since they are reusable and attractive
?
?
?
ONION PRICES AND STATE INTERVENTION
?
Volatility in prices of onion in domestic market Rs45/50 a quintal in off-season to Rs 900 per quintal for Fair Average Quality (FAQ)
?
National Agricultural Co-operative Marketing Federation of India Ltd (NAFED) – Canalization Scheme
National Horticultural Research & Development Foundation (NHRDF) also involved in helping onion producers across the countries
?
?
? ? ?
Market Intervention on behalf of Central and State governments
India has an ad-hoc policy regulating its Onion exports Quantitative and quota restrictions are often used Rationing, providing subsidies and manipulating supplies through PDS/Fair price shops/rythu mitra, advising on cultivation pattern, subsidies for seed, fertilisers and pesticides are other means of market intervention Onion was put on Essential Commodity list after onion prices skyrocketed in 1998 and BJP lost 4 state elections
?
THE ROOT CAUSE OF THE PROBLEM LIES IN WASTAGE
?
Maharashtra (30% of total onion output) loses 50% of the produce to poor storage facilities
? ? ?
Rajasthan the 4th largest onion producing state does not have a single cold storage
The Kharif crop is more vulnerable as it has a shelf life of only about 1 month Of the annual crops only Rabi has a long shelf life and is of export quality since the other crop does not have adequate storage warehouses Abysmal storage and now-on-now-off export policy has restricted India’s onion exports to SAARC and other Asian countries In 2004 Onion output was 6.5 mn. tonnes, domestic consumption was 3.6mn. tonnes and only 7.8 lakh tonnes was exported and the rest peished(losses)
?
?
EFFECT OF EXPORT OF ONIONS ON DOMESTIC SUPPLY
?
Quantity exported is about 10-12% of the total production Proper planning for production ,increased export on the other hand may help growers to get remunerative prices for good quality produce and develop the tendency for growing high quality produce by farmers Encourage the farmers to maintain the production level of onion which is essential to maintain the supplies even for domestic markets demands without much price fluctuation.
?
?
EFFECT OF EXPORT OF ONIONS ON DOMESTIC SUPPLY(CONTD…)
?
Production practices based on scientific and recommended guidelines will improve post-harvest handling and would maintain the quantity and quality required for domestic and export markets With this view, the expansion of area under kharif in non-traditional pockets in North and Eastern India and cultivation of early crop by production is being done so that onion supply for domestic demand is maintained and export of onion is also continued
?
CONCLUSION
?
State-wise analysis reveals that all major onion producing states registered positive and significant growth in area, production and productivity of onion in India Quantity and value of onion export from India decreased at the rate of 2.82% & 5.21 %per annum, respectively Productivity of onion is extremely low in comparison to the countries like Egypt and China Enormous wastage due to poor storage of the perishable onion crop
?
?
?
FUTURE COURSE OF ACTION
?
Govt. should popularize the improved production technology among the cultivators
?
Marketing, financial, storage and processing facilities need to be
strengthened
?
Market survey of potential importing countries should be done and export promotion policies should be liberalized
SCOPE FOR INCREASING EXPORT
2004
?
2005
Presently exporting onions to mainly Gulf countries, Far East Countries, Bangladesh, and Sri Lanka where there is not much scope to increase the quantity as some countries have also started their own production Scope exists for diversifying the market to US, European countries and Japan. These countries do not prefer strong and pungent onions.

?
FUTURE COURSE OF ACTION
?
(CONTD…)
Evaluation of various exotic varieties has been done in the past and is being taken up now also where good bulb development with required size and quality could be produced during late-kharif season and thus export from February to May by sending bulbs in electrically-ventilated containers could be explored.
For this, Contract production is preferred as there may not be much local demand for these onions if not purchased by exporters for export.
?
?
Scope for exporting dehydrated onions as many processing units under export-oriented unit schemes have been installed in India.
SUGGESTIONS FOR IMPROVEMENT
?
Popularization of improved varieties, quality seed production and distribution, expansion of area in non- traditional pockets and contract production for export Planning for contract production for export market expansion of area and production of kharif onion for early harvesting. Unawareness of proper post harvest practices and quality training of farmers and others involved in onion production, post-harvest management and marketing Packing material used is not attractive Introduction of attractive, eco-friendly packages, consumer packages etc.
?
?
?
SUGGESTIONS FOR IMPROVEMENT
(CONTD…)
?
Electrically-ventilated containers for export of yellow onions to Europe Adequate transport with reasonable rates, synchronize the rail/road transport with schedule of vessel and providing insulated wagons Developing more ventilated storage godowns for onions Providing handling sheds and make available modified containers with proper ventilation To develop market intelligence for different seasons, quality of produce and corresponding season crop in other competing countries
