5.1. Are any changes observed in the structures of employers’ organisations that can be related to outsourcing?

The automotive industry is represented by Associação do Comércio Automóvel de Portugal ACAP the Portuguese Automobile Trade Association, Associação dos Industriais de Montagem de Automóveis AIMA the Association of Automotive Assembly Manufacturers, Associação Nacional das Empresas do Comércio e da Reparação Automóvel ANECRA the National Association of Automotive Dealers and Service Enterprises and Associação Nacional do Ramo Automóvel, ARAN the National Automotive Business Association. The ACAP has been in existence for around 90 years.

The AIMA is about 30 years old. These two associations represent importers and manufacturers of specific makes of automobiles and brand-name components. The other two represent companies not linked to specific makes. In terms of organisational function, they cover the same physical area and are to a certain extent federated through the ACAP. They are currently expanding their statutory activities: assistance, information and consultation, legal, etc. It can be said that outsourcing has led to a concentration of companies in a single organisation, since the companies supplying component parts are now members of the AIMA or the others associations


5.2. Are there any data that relate outsourcing and membership of employers’ organisations? If no figures are available, can any quantitative or qualitative tendency be observed?
According to the AIMA, there have not been significant changes relating to its membership, although in 1995 the organisation did begin to represent the component subsector. Shortly thereafter membership was broadened to include plastics and upholstery companies that produce components for the automotive industry. Under Portuguese law a company may be represented by more than one association.

5.3. What are he views of the employers' organisations on outsourcing. and legislation
According to the AIMA, outsourcing is a normal part of business activity that is internal to the company and which does not alter collective bargaining. Nor does it introduce changes in union life.
