The ultimate impact of QCs is significantly influenced by the manner in which they are implemented; the difficult part is to put this technology to work on a regular basis. General requirements for program installation include: diagnosing organizational readiness, determining if the most appropriate management technology is QCs, conducting adequate planning, holding realistic expectations, exercising care in selection of responsible personnel, and recognizing that circles may imply a change in organizational philosophy. It would be naive, in short, to assume that a new program, suddenly created, will automatically survive in what may be a hostile environment. Even the pioneering Lockheed effort languished once its initial supporters left the company.
